One in six: the community worker's 9pm problem

Between 9pm and midnight, 16.7% of community-sector duress activations are confirmed emergencies. A year of monitoring data on when outreach and support work actually turns dangerous.

Community services run on trust, relationships, and people who keep showing up: outreach workers, support workers, case workers, community housing staff. The sector also runs later than its safety systems tend to assume.

We classified a full year of duress activations from the FY26 State of Lone Worker Safety report by organisation type. The community-sector numbers deserve their own conversation.

The rate that stopped us

Across all sectors and all hours, 4% of activations in FY26 resolved as confirmed emergencies. For community-sector organisations, the rate is higher - and it climbs steeply as the day gets later:

  • In business hours, 5.4% of community-sector activations were confirmed emergencies.
  • After hours (6pm to 6am), that rate nearly doubles to 10.1%.
  • Between 9pm and midnight, it reaches 16.7%. One activation in six is a real emergency.

Weekends tell the same story. Sunday community-sector activations confirmed as emergencies at 14.3% - several times the weekday rate.

Why evenings hit this sector hardest

The pattern matches what the sector already knows in its bones. Evening and weekend work in community services is home visits, crisis response, rooming-house checks and on-call outreach - client-facing, often solo, often in the client’s space rather than the worker’s. The informal safety net of a staffed office does not exist at 9:30pm on a Sunday.

There’s a second signature in the data: 26.6% of community-sector activations were raised automatically - expired safety timers, missed check-ins, fall detection - against a cross-sector average of 17.7%. Community organisations lean hard on timers and check-ins because the work is exactly the kind where a worker may not be able to press anything. When one of those automatic alarms fires at night, it means the system noticed a silence nobody else was awake to notice.

What this means for a safety system

Three design consequences fall straight out of the numbers:

  1. The response has to be as awake as the risk. A dashboard someone checks in the morning fails precisely the 9pm-to-midnight window where one in six alarms is real. Monitored response - a staffed centre, around the clock, with a measured pickup time - is not a premium feature for this sector; it is the feature.
  2. Timers and check-ins are the backbone, so they need to be effortless. A worker finishing a hard visit at 10pm will only use a safety timer that takes two taps. Friction in the tool becomes a gap in the coverage.
  3. Rosters should treat evening solo work as its own risk class. The lone worker risk assessment for a 10am visit and a 9pm visit to the same address are not the same assessment.
